Amends Section 77-3-21 of the Mississippi Code to require the Public Service Commission to cancel a utility's certificate of public convenience and necessity before any municipality exercises eminent domain over water or sewer system facilities.

Maintains existing commission authority to revoke and cancel certificates after finding that a utility is not rendering reasonably adequate service and fails to comply with corrective orders.

Establishes that certificate cancellation must occur in the service area where the facilities subject to eminent domain are located.

Takes effect July 1, 2012.
