Qualified electors may vote early between 21 and 5 days before an election at the registrar's office or a designated location.

Early voting hours are weekdays 8:00 a.m. to 5:00 p.m. (7:00 p.m. the last two days) and one Saturday from 8:00 a.m. to 4:00 p.m.

Early votes are final and announced simultaneously with Election Day votes; candidates may be present and challenge voter qualifications during early voting.

Absentee ballot applications must note that voters will be absent from the county on "election day and all days upon which early voting may be conducted."

Secretary of State shall promulgate rules and regulations to implement early voting; no early voting occurs if only one candidate qualifies for each office.
