Establishes a secure internet website managed by the Secretary of State allowing eligible Mississippi voters with current driver's licenses or state ID cards to submit voter registration applications online.

Requires the Department of Public Safety to verify applicant information against its database of valid driver's licenses and ID cards, then electronically forward approved applications to the Secretary of State.

Directs county registrars to verify applications within 25 days and either approve registrations or reject them for specified reasons including incomplete applications, ineligibility, or inability to verify applicant identity.

Allows registered voters to update their voter registration information (name, address, other details) through the online system.

Requires submission of the bill to the Attorney General of the United States for approval under the Voting Rights Act of 1965 before taking effect.
