Removes the requirement that county election commissioner candidates submit a petition with 50 signatures of qualified electors from their supervisors district.

Requires candidates for county election commissioner to file only a written statement requesting candidacy with the clerk of the board of supervisors by 5:00 p.m. on the first Monday in June of the election year.

Requires the board of supervisors president to verify the candidate is a resident of the correct supervisors district and otherwise qualified before certifying them to the county election commission.

Maintains the requirement that candidates declare party affiliation in writing, which shall appear on the official ballot.

Requires submission to the U.S. Attorney General or District Court for the District of Columbia for approval under the Voting Rights Act of 1965, with the act taking effect upon such approval.
