Creates a special task force to study Mississippi's election laws and make recommendations for revisions, with authority to conduct public hearings and gather information from any source.

Task force composition includes Senate and House Elections Committee chairs, three members each appointed by Lieutenant Governor and Speaker of the House, the Assistant Secretary of State for Elections, one Assistant Attorney General, and one member each from the Mississippi Circuit Clerk's Association and Election Commissioners Association of Mississippi.

Lieutenant Governor and Speaker of the House appoint co-chairmen; majority of members constitutes a quorum; all members must receive written notice of meetings at least five days in advance.

Members who are not legislators or state officials receive mileage and actual expense reimbursement; legislative members receive compensation for committee meetings when legislature is not in session; all expenses must be pre-authorized by task force vote.

Task force must submit findings and proposed legislation to the Legislature by June 30, 2013, and is dissolved on January 1, 2014; task force may utilize staff and resources from the Legislature, Secretary of State, and Attorney General.
