Requires registrars to process absentee ballot applications using the Statewide Elections Management System.

Mandates that all absentee ballots transmitted to or received from voters be processed and accounted for through the Statewide Elections Management System.

Requires registrars to use the Statewide Elections Management System to maintain an accurate list of all persons preparing absentee ballots, which must be kept in a conspicuous public location near the registrar's office.

Prohibits solicitation of absentee ballot applications or ballots for individuals in skilled nursing facilities, except by family members or persons specifically designated by the voter, registrar, or deputy registrar.

Makes the bill effective upon approval under Section 5 of the Voting Rights Act of 1965, contingent on submission to the U.S. Attorney General or U.S. District Court for the District of Columbia.
