Exempts video services, VoIP services, commercial mobile services, and IP-enabled services from Public Service Commission regulation, defining each service type in state law.

Grants the Public Service Commission jurisdiction over intrastate switched access service provided by certain telecommunications utilities while removing jurisdiction over all other services.

Requires rates and rate structures for intrastate switched access service to match those used for interstate switched access service.

Eliminates filing requirements for financial, service quality, and other information with the commission for utilities regulated under the new framework, except for switched access service revenue calculations.

Effective July 1, 2012.
