Amends Mississippi Code sections 77-7-7, 77-7-21, 77-7-23, 77-7-55, 77-7-115, 77-7-119, 77-7-125, 77-7-127, 77-7-333, 77-7-335, 77-7-337, and 77-7-339 to replace references to the Public Service Commission with the Mississippi Transportation Commission for motor carrier regulation.

Amends Mississippi Code sections 77-9-5, 77-9-119, 77-9-489, and 77-9-605 to replace references to the Public Service Commission with the Mississippi Transportation Commission for railroad regulation and oversight.

Maintains existing fee structures including $50 application fees for certificates and permits, $10 per vehicle registration fees, and $2 duplicate certificate/permit fees, all to be deposited into the Transportation Commission's regulation fund.

Preserves enforcement authority and powers of inspectors and the chief enforcement officer to regulate motor carriers and railroads, including authority to issue receipts, promulgate rules and regulations, and conduct safety inspections.
