Amends Section 77-3-5 of the Mississippi Code to exclude wholesale electric services by the Tennessee Valley Authority (TVA) to cooperative electric power associations from Public Service Commission jurisdiction.

Creates an exception allowing the Public Service Commission to retain jurisdiction over TVA services provided directly to industrial customers within Mississippi.

Effective July 1, 2012, with a sunset provision repealing the act on June 30, 2012 (creating a one-day effective period).
