Authorizes students to dually enroll in their home high school and a local community college in a "Mississippi Works Dual Enrollment-Dual Credit Option Program" combining high school completion courses with community college credentials, certificates, or degree programs.

Targets potential or recent high school dropouts and allows them to earn a high school diploma while obtaining a community college credential at no tuition cost to students or parents.

Implements the program statewide beginning in the 2012-2013 school year with students counted in average daily attendance of their home school district for adequate education program funding purposes.

Prohibits participating students from engaging in interscholastic sports or other extracurricular activities at their home school district.

Requires county tax assessors to annually submit property valuation information to the State Department of Education for determining each school district's required financial contribution to the Adequate Education Program.
