Authorizes the Department of Finance and Administration to purchase the Landmark Center property at 175 East Capitol Street in Jackson, Mississippi to serve as the Department of Revenue's new headquarters, with purchase price limited to the average of two appraisals.

Provides authority to acquire approximately 600 parking spaces in the building complex or adjacent structure at a listed monthly rate for a twenty-year period.

Amends Chapter 480, Laws of 2011 to remove the $3,000,000.00 authorization for state general obligation bonds previously designated for equipping a Department of Revenue headquarters building.

Maintains authorization for up to $227,175,000.00 in general obligation bonds for various capital improvement projects across state institutions of higher learning, state agencies, and community and junior colleges through multiple special funds.
