Expands the definition of "public body" under the Open Meetings Act to include rural water associations, rural water systems, and nonprofit, nonshare corporations chartered to own and operate rural waterworks.

Requires rural water associations and systems to hold meetings that are open to members, bringing them under Open Meetings Act requirements.

Grants members of member-owned rural water associations or systems the right to attend regularly scheduled board meetings.

Mandates that rural water associations or systems provide members with written notice by mail at least 15 days prior to any meeting pertaining to the election of board members.

Takes effect July 1, 2012.
