Amends Section 63-7-64 to require motorcycle and motor scooter operators and riders to wear crash helmets complying with National Highway Traffic Safety Administration federal Motor Vehicle Safety Standard No. 218 (49 CFR 571.218).

Amends Section 63-31-3 to require all persons under 16 years of age operating or riding on all-terrain vehicles on public property to wear crash helmets meeting the same NHTSA federal Motor Vehicle Safety Standard No. 218.

Revises the definition of "all-terrain vehicle" in Section 63-31-3(5) by adding semicolons as punctuation separators for the five criteria defining an ATV.

Expands the definition of "person" in Section 63-3-121(a) to include limited liability companies and other legal business entities in addition to natural persons, firms, copartnerships, and associations.

Takes effect upon passage.
