Creates the Motorcycle Officer Training Fund in the State Treasury to be administered by the Office of the Attorney General in coordination with the Mississippi Law Enforcement Officers Association for training state and local law enforcement officers, including motorcycle officer training.

Fund sources include legislative appropriations, interest, federal money, donations, and monies from state assessments on violations under Section 99-19-73.

Adds a $1.00 assessment to the Motorcycle Officer Training Fund for each misdemeanor violation not specified in traffic, implied consent, or game and fish violations (increasing the total misdemeanor state assessment from $97.50 to $98.50).

Court clerks must collect the assessments and deposit them monthly with the State Treasurer; the Department of Finance and Administration distributes funds to the appropriate special fund based on violation reports.

Takes effect July 1, 2012.
