Allow soliciting bail agents or bail enforcement agents who are terminated or cease employment with a professional bail agent to be relicensed without prelicensing education if they held a license within 90 days of the new application and meet other requirements.

Permit qualification bonds posted by personal surety agents to be released by the department upon court order or upon written request no earlier than 5 years after the expiration of their last license.

Allow personal representatives of deceased professional bail agents who act as personal sureties to contract with licensed bail agents to manage and close business affairs, including presenting defendants in court and apprehending defendants, but not executing bail bonds.

Make it unlawful for bail agents to refuse returning collateral security or other indemnity when the premium has been fully paid or when the bail agent's obligation on the bond has been terminated.
