Removes the $50,000 per facility maximum annual fee cap for Title V air operating permits required under the federal Clean Air Act.

Authorizes the Mississippi Department of Environmental Quality to set Title V permit fees at amounts sufficient to cover reasonable program development and administration costs.

Maintains a minimum annual fee of $250 per facility required to hold a Title V permit.

Requires the commission to hold public hearings at least 30 days after receiving Advisory Council recommendations before setting new fee schedules for subsequent calendar years.

All collected fees shall be deposited into the "Air Operating Permit Program Fee Trust Fund" established under Section 49-17-14.
