Transfers all Motor Carrier Regulatory Law enforcement personnel, equipment, inventory, and resources from the Mississippi Department of Transportation to the Motor Carrier Division of the Mississippi Highway Safety Patrol within the Department of Public Safety, effective July 1, 2012.

Amends Section 77-7-16 to assign motor vehicle safety inspection and enforcement duties to the Motor Carrier Division of the Mississippi Highway Safety Patrol instead of MDOT.

Amends Section 45-3-21 to add enforcement of the Mississippi Motor Carrier Regulatory Law of 1938 to the Highway Safety Patrol's powers and duties.

Repeals Sections 77-1-19, 77-1-21, and 77-1-27 which previously authorized the Public Service Commission to employ personnel and pay for Motor Carrier Regulatory Law enforcement.

Directs that any statutory references to MDOT performing motor carrier law enforcement shall be construed as the Motor Carrier Division of the Highway Safety Patrol performing those duties.
