Amends Mississippi Code Section 63-15-4 to authorize law enforcement officers to remove, immobilize, or impound motor vehicles when the driver violates the Motor Vehicle Safety-Responsibility Law by not maintaining proof of liability insurance in the vehicle.

Requires every motor vehicle operated in Mississippi to maintain an insurance card in the vehicle as proof of liability insurance meeting minimum coverage limits under Section 63-15-3(j).

Establishes penalties for failure to have an insurance card: $500 fine and one-year suspension of driving privileges, reducible to $100 fine if proof of insurance is shown at hearing or payment date.

Provides that if owner proves insurance was active at time of citation, the case shall be dismissed with prejudice and all court costs waived.

Effective July 1, 2012.
