Amends Section 65-1-85 of Mississippi Code to expand the Mississippi Transportation Commission's authority to use design-build contracting methods for its projects and projects implemented through agreements with other governmental entities.

Design-build contracting combines design and construction phases into a single contract where the contractor performs both the design and construction of the project.

Requires the commission to establish detailed criteria for selecting successful design-build contractors in each request for design-build proposals.

Mandates State Auditor oversight and annual reporting to the Legislature on any design-build contracts let or projects performed in violation of subsection provisions, with costs reimbursed by the Mississippi Department of Transportation.

Takes effect upon passage.
