Removes the requirement that an alternate untolled route must exist before constructing new toll roads or toll bridges in Mississippi.

Allows the Mississippi Transportation Commission, county boards of supervisors, and municipal governing authorities to construct and operate toll roads individually or jointly with other governmental entities.

Permits governmental entities to contract with private companies for designing, financing, constructing, operating and maintaining toll roads and bridges, with contract terms not to exceed 50 years.

Requires competitive procurement processes for private contracts and prohibits contracts with foreign terrorist organizations or entities that would violate Committee on Foreign Investment in the United States orders.

Establishes that upon contract expiration or termination, all rights and interests revert to the state or contracting governmental entity, and toll collection must cease.
