Prohibits offshore drilling operations on state-owned land in Block 71 north of coastal barrier islands in Mississippi.

Permits offshore drilling only in designated blocks (40, 41, 42, 43, 63, 64, 66-70, and 72-98) and prohibits surface drilling within one mile of Cat Island.

Prevents leasing of lands previously leased by the Department of Marine Resources before January 1, 2004, for oyster reef operations or lands within one mile of such leases for oil and gas drilling.

Allocates revenues from mineral leases: 0.5% for state administration and Education Trust Fund, and 2% to a Gulf and Wildlife Protection Fund capped at $1 million each for pollution cleanup and resource conservation with excess going to the Education Trust Fund.
