Renames the Mississippi Motor Vehicle Safety Inspection Law to the Mississippi Motor Vehicle Safety Law and consolidates inspection authority under the Commissioner of Public Safety and the Motor Vehicle Inspection Department.

Exempts vehicles subject to inspection by other entities, including passenger buses certified by the U.S. Department of Transportation and school buses inspected under State Department of Education rules, from state safety inspections.

Establishes window tint inspection requirements and inspections for vehicles equipped with liquefied petroleum or natural gas carburetion systems, with specific oversight agencies designated for each.

Repeals provisions for official inspection station licensing, grace periods for inspection stickers, and dealer inspections, effectively eliminating the previous system of independent inspection stations.

Adds a $5.00 registration fee to vehicle license tags, to be remitted to the Department of Public Safety and deposited in the State General Fund, effective July 1, 2012.
