Impose a $1.00 surcharge on each person fined or penalized by county, justice, or municipal courts for any misdemeanor except vehicular parking or registration violations.

Create the Certified Investigator Program (CIP) Fund within the Department of Public Safety to fund investigator training for state and local law enforcement agencies.

Require court clerks to deposit surcharge collections monthly with the Department of Public Safety, with 1% retained by the Office of Public Safety Planning for administrative costs.

Fund the CIP Fund through surcharge proceeds, legislative appropriations, interest earnings, federal monies, donations, and other sources, with the Board on Minimum Standards and Training offering at least 400 hours of homicide investigation instruction.

Effective July 1, 2012.
