Eliminates the 3-day waiting period for marriage license issuance in Mississippi.

Removes the requirement for a blood test for syphilis as a condition for obtaining a marriage license.

Repeals Section 93-1-7, which allowed any interested party to contest the issuance of a marriage license.

Maintains existing requirements including parental/guardian consent for applicants under age 21, proof of age documentation, and clerk authority to deny licenses to intoxicated applicants or those unable to understand the application.

Effective July 1, 2012.
