Amends Section 23-15-913 of Mississippi Code to clarify that the Supreme Court must make judges available to hear election disputes in the county where the disputes occur on election day

Requires judges assigned to election disputes to perform no other judicial duties on election day and to be immediately available to resolve issues

Prohibits judges from hearing disputes in their own election district, subdistrict, or county, or any case presenting a potential conflict of interest

Relaxes rules for filing pleadings to facilitate rapid resolution of election day disputes

Requires submission to the U.S. Attorney General or U.S. District Court for the District of Columbia for preclearance under the Voting Rights Act of 1965
