Amends Mississippi's automobile collision long-arm statute (Section 13-3-63) to expand when service of process on nonresident defendants is considered complete

Service of process is now complete when evidence shows mail was undeliverable due to defendant's actions, including unclaimed mail, defendant moving without leaving a forwarding address, or other postal delivery failures caused by the defendant

Previously, service required either the defendant's return receipt or evidence of refusal to accept delivery; the amendment adds additional categories of failed delivery that satisfy service requirements

The Secretary of State must return evidence of delivery failure to the court clerk, who files it among case records, which constitutes completion of service
