Expands the definition of "metal property" to include metal covers for service access and entrances to sewers and storm drains, metal bridge pilings, irrigation equipment wiring, and grain bins.

Makes it unlawful for scrap metal dealers to purchase manhole covers, utility access covers, or storm drain covers unless purchased directly from the governmental entity, municipally-owned utility, or manufacturer.

Requires scrap metal dealers to maintain detailed transaction records for two years, including seller identification, property description, photographs with timestamps, and payment by check or electronic transfer only (no cash).

Establishes holding periods for metal property (3 business days minimum) and allows law enforcement to issue hold notices (up to 30 days total) on suspected stolen items.

Prohibits purchase of metal property from persons under 18 years old and restricts collection to hours between 6:00 a.m. and 9:00 p.m.; violations range from misdemeanor fines up to $1,000 to felony imprisonment up to 10 years if transaction value exceeds $500.
