Designates Hinds County as a separate local workforce investment area with its own local workforce investment board under the federal Workforce Investment Act, separate from the state's four general workforce investment areas aligned with planning and development districts.

Maintains the existing structure of four workforce investment areas generally aligned with Mississippi's planning and development district structure, with the addition of Hinds County as a standalone area.

Establishes that planning and development districts serve as fiscal agents to manage Workforce Investment Act funds and oversee local workforce investment boards and one-stop employment and training systems.

Effective date is July 1, 2012.
