Allows the president, vice president, or any two board members to call emergency meetings for serious damage to county property, roads, bridges, or emergencies from epidemic or weather conditions.

Requires written notice signed before a notary specifying the time and subject matters of business to be conducted at the emergency meeting.

Mandates personal delivery of notice to board members who have not signed it and can be found at least three hours before the meeting, or good faith attempts to contact them by phone or email if they cannot be located.

Requires notice be posted at the courthouse door at least three hours before the meeting, with the notice method documented in the meeting minutes.

Takes effect July 1, 2012.
