Designates the executive director of airport authorities as the chief executive officer with powers of a state agency purchasing agent if designated by commissioners.

Authorizes airport authorities to establish and operate fire departments, hire firefighters and aircraft rescue personnel, and provide emergency services on authority property.

Allows airport authorities to enter into joint use agreements with federal and state agencies (including military departments) and mutual aid agreements with counties and municipalities for emergency assistance.

Permits airport authorities to lease lands for oil, gas and mineral exploration with primary terms up to 10 years, minimum annual rentals of $1.00 per acre, and royalties of at least 3/16 of all minerals produced.

Extends municipal support authority to municipalities where airport property is located or contiguous to such property, and allows municipalities to enter into joint use and liability-limiting agreements with federal and state agencies regarding airport property.
