Amends energy efficiency standards for commercial buildings in Mississippi to comply with Standard 90.1-2007 of the American Society of Heating, Refrigeration and Air-Conditioning Engineers.

Defines "buildings" subject to standards as commercial structures including public assembly facilities, educational institutions, hotels, retail stores, restaurants, and state or political subdivision-owned buildings.

Removes enforcement authority over energy efficiency standards from the Mississippi Development Authority; shifts enforcement responsibility to local governing authorities.

Allows local governing authorities to establish inspection fees not to exceed $150.00 for thermal and lighting standards compliance reviews.

Takes effect July 1, 2012.
