Amends energy efficiency standards for commercial buildings to require compliance with ASHRAE Standard 90.1-2007 or greater stringency, effective July 1, 2012.

Removes enforcement authority from the Mississippi Development Authority (now the board), transferring enforcement responsibility to local governing authorities and the state building commission for state-owned buildings.

Authorizes local governing authorities to establish inspection fees not to exceed $150.00 for thermal and lighting standards compliance inspections.

Requires the Mississippi Building Codes Council to consult with board members when previewing, amending, and adopting energy code standards for commercial building construction.

Takes effect July 1, 2012, and reconstitutes the Mississippi Building Codes Council with eleven members representing various construction and engineering professional associations.
