Requires state agencies to expend at least one percent (1%) of construction costs for original construction, remodeling, or renovation of state facilities (costing $500,000 or more) on acquiring works of art by Mississippi artists.

Establishes the "Art for Public Facilities Fund" in the State Treasury to receive appropriations, grants, gifts, and bond proceeds for acquiring and administering the art program.

Designates the Mississippi Museum of Art to administer the program, select artists through project-specific panels (including architect, user, community, and professional artist representatives), and maintain inventory of acquired artwork.

Grants the State of Mississippi sole ownership and public display rights to all acquired art, while artists retain rights to claim authorship, reproduce the work, receive proceeds if resold, and prevent degradation or mutilation of their work.

Takes effect July 1, 2012, and applies to all state buildings and facilities constructed, remodeled, or renovated after that date.
