Authorizes the Department of Finance and Administration to acquire the "Landmark Center" at 175 East Capitol Street in Jackson, Mississippi (2.135 acres) on behalf of the Department of Revenue, with purchase price not to exceed the average of two appraisals

Requires provision of approximately 600 parking spaces in the building complex or adjacent parking structure under a 20-year parking lease agreement

Amends Mississippi Code Sections 29-5-2 and 29-5-81 to add the Landmark Center property to the list of state buildings under Department of Finance and Administration jurisdiction and supervision

Removes $3,000,000 in previously authorized state general obligation bonds that were designated for planning, design, and Phase I construction of a new Department of Revenue headquarters building on state-owned property

Reduces total authorized bond issuance from $230,175,000 to $227,175,000 by eliminating the Department of Revenue headquarters project from the 2011 IHL and State Agencies Capital Improvements Fund
