Authorizes the State Board of Contractors to establish threshold amounts through rule or regulation for contracts deemed hazardous or high risk to public safety, which would require licensure regardless of contract value.

Requires licensed contractors to provide surety bonds in amounts determined by the State Board of Contractors to cover construction projects throughout the state.

Mandates that municipalities and counties grant competency examination reciprocity to contractors holding a State Board of Contractors certificate of responsibility, without additional examination requirements.

Requires residential builders and remodelers performing commercial construction projects (up to 7,500 square feet) to identify their subcontractors on the project contract.

Takes effect July 1, 2012.
