Transfer $785,244.00 from Department of Finance and Administration Fund 3996 to a special fund for the Governor's Office and Governor's Mansion by June 30, 2012.

Authorize the Governor's Office and Governor's Mansion to escalate its budget and expend funds from any source up to $785,244.00 for paying unused accrued personal leave of the Governor's administrative staff for the term ending January 10, 2012.

Permit budget escalations in accordance with Department of Finance and Administration rules and regulations, consistent with escalation of federal funds, for the period from passage through June 30, 2013.
