Senate Bill 2908 - Summary

• Establishes the "Mississippi Strategic Planning and Performance Budget System Enhancement Act of 2012" to create a comprehensive strategic planning and performance-based budgeting process for all state agencies beginning with fiscal year 2016.

• Requires the Governor to develop statewide vision, mission, philosophy, goals and benchmarks for nine functional areas of state government (general government, health and human services, education, public safety, natural resources, business and economic development, transportation, and regulation).

• Mandates all general-fund and special-fund agencies submit strategic plans by June 15 annually containing mission statements, goals, objectives, performance measures (outcomes, outputs, efficiency), and action plans aligned with statewide goals.

• Changes the appropriations process to use nine functional appropriation bills (instead of current structure) organized around the nine functional areas, with appropriations based on agency strategic plans and performance measures by December 15 annually.

• Establishes the Legislative Budget Office to conduct annual variance analyses comparing actual versus targeted agency performance and creates an innovation incentive program to reward agencies for cost-saving measures; repeals prior budget and strategic planning acts effective July 1, 2014.
