Authorizes the Mississippi Fair Commission to contract with commercial, charitable, or governmental entities to advertise their names on State Fairgrounds buildings (excluding the Kirk Fordice Equine Center) in exchange for monetary compensation.

Requires at least 15% of funds received from naming agreements to be distributed annually to the Livestock Shows Fund for premiums and awards in county, district, and state livestock shows and the State High School Rodeo Finals.

Allows the Fair Commission to retain remaining funds from naming agreements for capital improvements to the fairgrounds, with up to $100,000 annually available for advertising and promoting the Dixie National Livestock Show and Rodeo.

Prohibits naming agreements with vendors whose products are illegal for use by persons under 18 years of age.

Requires the Fair Commission to submit annual financial reports by January 1 to the Lieutenant Governor, Speaker of the House, and Agriculture Committee chairs detailing all monies received and expended from naming agreements.
