Requires the Office of Purchasing, Travel and Fleet Management to adopt purchasing regulations governing state agency purchases of services, subject to Public Procurement Review Board approval.

Mandates state agencies purchase commodities and services at state contract prices from approved sources unless the Department of Finance and Administration grants approval to purchase elsewhere.

Requires the Department of Finance and Administration to ensure state contract prices for commodities and services are the lowest and best prices available from any source offering the same quality or service level.

Directs any rebates, refunds, coupons, merit points, gratuities, or articles of value received by state agencies to benefit the Department of Finance and Administration and be deposited into a special fund in the State Treasury.

Takes effect July 1, 2012.
