Establishes a $75 annual registration fee and a Roofing Contractor Registration Revolving Fund to administer the program; registration certificates expire June 30 annually and may be renewed with a $75 renewal fee.

Authorizes the State Board of Contractors to refuse registration for false information, failure to provide required documentation, suspended/revoked status, or unpaid taxes; registrations not in good standing are suspended after 60 days and revoked after 90 days.

Exempts property owners performing work on their own property, government employees, charitable organizations providing free repairs, and product suppliers; requires contractors to display registration numbers on permits, vehicles, and business materials and allows public verification of registration status.
