Authorizes the City of Hattiesburg to enter into contracts with any person for collection, storage, transportation, treatment, and/or disposal of wastewater for terms up to 30 years.

Permits the city to enter into operating agreements for operation of all or any portions of its wastewater collection, storage, transportation, treatment, or other systems for terms up to 30 years.

Allows the city to lease to or from any person all or any portions of its wastewater systems for terms up to 30 years.

Requires the city to issue a public request for proposals for any contract, operating agreement, or lease involving expenditures exceeding $50,000, advertised and evaluated on basis of price, technology, financial responsibility, and other relevant factors.

Takes effect upon passage.
