Authorizes the Lauderdale County Board of Supervisors to expend up to 50% of nontax revenue from the Lauderdale County Detention Facility's inmate telephone service, not to exceed $25,000 annually, to fund the facility's chaplain position and chaplaincy program.

Directs funds to be paid directly from the inmate telephone service provider to the Good News Jail and Prison Ministry for chaplain salary and administration of the chaplaincy program.

Applies to both the Lauderdale County Detention Facility and the Hilltop Honor Farm Work Center.

Provision expires on December 31, 2013.
