Authorizes Lee County Board of Supervisors to establish the Sand Creek Wastewater Authority through a resolution and public hearing process to manage wastewater systems for member agencies.

Initial member agencies consist of City of Saltillo, City of Baldwyn, Town of Guntown, and Lee County; additional public agencies in Lee County or adjacent counties may join with board approval.

Authority governed by board of directors with one representative appointed by each member agency; board elects president, vice president, secretary, and treasurer to manage operations.

Authority empowered to acquire, construct, operate and maintain wastewater systems; enter contracts with public agencies and private entities; establish rates and charges; and exercise eminent domain with Board of Supervisors approval.

Authority authorized to issue revenue bonds and refunding bonds secured by pledged revenues from contracts and system operations; bonds are not backed by full faith and credit and exempt from state and local taxation.
