Appropriates $302,314,289 in state general funds to the Board of Trustees of State Institutions of Higher Learning for support and maintenance of eight universities for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Appropriates $628,895,489 from federal, student fees, and other special source funds for education and general operations of the eight universities.

Allocates $20,117,000 for Ayers Settlement implementation, including $13,467,000 for programs at historically black universities and $5,000,000 for an Ayers Endowment Fund.

Provides specific funding for targeted initiatives including $157,500 for Mississippi Governor's School for the Gifted and Talented, $340,000 for Teacher Corps, and $900,000 for Mississippi State University-Meridian Branch.

Establishes performance measures and reporting requirements for the universities covering instruction, research, student services, and institutional support metrics.
