Appropriates $167,748,542 from the State General Fund and authorizes $1,083,358,787 from patient fees, student fees, and other special sources to the University of Mississippi Medical Center for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Requires the Medical Center to maintain the School of Medicine, School of Dentistry, School of Nursing, School of Health Related Professions, Teaching Hospital, and Medical Center Service Area, with expenditure accounting provided to the Legislature.

Allocates specific funds for: Rural Physicians' Scholarship Program ($1,760,500 with $1,500,000 for scholarships), Cancer Institute ($5,000,000), Comprehensive Tobacco Center ($700,000), and Office of Mississippi Physician Workforce ($1,500,000).

Requires the hospital to invoice state agencies, institutions, and political subdivisions for medical services rendered and discontinue services if payment is not received within 90 days.

Prohibits use of appropriated funds for research that kills or destroys human embryos and takes effect July 1, 2012.
