Appropriates $5,479,067.00 from the State General Fund for Alcorn State University Agricultural Programs for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes $19,322.00 in special source funds for the same programs and fiscal year period.

Requires the $19,322.00 in special funds to be derived from the Education Enhancement Fund as deposited under Mississippi Code Sections 27-65-75 and 27-67-31.

Prohibits use of general funds to replace withdrawn federal or special funds that had previously supported salaries.

Establishes preference for Mississippi Industries for the Blind in competitive bidding when bids are equal in price, quality, and service, and in non-competitive purchases.
