Appropriates $20,200,255.00 from the State General Fund for the Mississippi Agricultural and Forestry Experiment Station for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes an additional $7,747,432.00 from special source funds collected for the Experiment Station's expenses during the same fiscal period.

Requires $1,165,578.00 of the special source funds to be derived from the Education Enhancement Fund.

Establishes performance targets for fiscal year 2013 across six research categories including scientist staffing levels (77.78 total FTE), research publications (571.90 total), and extramural funding ratios.

Directs the agency to submit budget requests for fiscal year 2014 in comparable format and detail to the fiscal year 2013 request, with performance achievement reporting required.
