Appropriates $26,394,669.00 from the State General Fund for the Mississippi Cooperative Extension Service for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes expenditure of $14,378,510.00 from special source funds for the same fiscal year, including $975,245.00 from the Education Enhancement Fund.

Prohibits use of appropriated general funds to replace withdrawn federal funds or other special funds previously used for salaries.

Establishes performance targets for the agency across four program areas: Agriculture & Natural Resources (930,000 educational contacts), Family & Consumer Education (767,500 contacts), Enterprise & Community Resource Development (140,000 contacts), and 4-H Youth Development (620,000 contacts).

Requires agency to provide programs in Agriculture, Home Economics, 4-H, and Community Resource Development in each county; prohibits use of funds for unauthorized attorney fees; and gives preference to Mississippi Industries for the Blind in procurement when bids are equal.
