Appropriates $5,139,849.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for operation and maintenance of the Forest and Wildlife Research Center for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes expenditure of $1,069,113.00 from special source funds collected by or available to the Forest and Wildlife Research Center for the same fiscal year period.

Requires $253,005.00 of the special source funds to be derived from the Education Enhancement Fund pursuant to sections 27-65-75 and 27-67-31, Mississippi Code of 1972.

Prohibits general funds from replacing withdrawn federal funds or special funds used for authorized salaries and requires special source funds used to match federal or research grants to be reported to the Legislature.

Effective July 1, 2012.
