Appropriates $15,650,791.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for the College of Veterinary Medicine at Mississippi State University for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes expenditure of $15,268,720.00 from special source funds collected by or available for the College of Veterinary Medicine for the same fiscal year.

Designates $552,920.00 of the special source funds to be derived from the Education Enhancement Fund pursuant to Mississippi Code Sections 27-65-75 and 27-67-31.

Establishes performance measure targets for FY2013 including 389 enrolled students, 35 FTE faculty committed to DVM teaching, 100 grant applications, and 14,970 animal health center cases.

Gives preference to Mississippi Industries for the Blind in competitive bidding situations when all factors are equal.
